Yes, when the cash drawer is connected through a supported receipt printer. If the drawer is connected directly by USB/serial, browser-based software cannot usually trigger it.

Yes. Many Android handhelds are suitable. You may still need a Bluetooth or Wi-Fi printer for paper receipts, or you can send receipts by email.
